Why are there so many PB from different providers?

Why is it that LCC do not appear to use their discretion when claiming back funds that weren't spent on care etc during the year. This may be due to Covid, the market place for carers being extremely poor or due to illness. It appears that no leeway is allowed for these factors, which makes using the budget extremely difficult. Carers have a complex time utilising direct payments anyway without this added pressure to use in the financial year?
